The Hall of Fame will be a special place that brings NASCAR's history to life and preserves that history in the appropriate environments. The facility also will allow longtime fans the opportunity to be at NASCAR's greatest moments and for new fans to learn about. The Hall of Fame which will open in spring of 2010 in downtown Charlotte NC Real Estate has been the design concept of world renowned architecture firm Cochrane and Partners.  The firm has designed iconic buildings in cities worldwide including New York, Paris, The Rock 'n Roll Hall of Fame in Cleveland, and the US Holocaust Memorial Museum in Washington DC. Proposals to funding and construct the  NASCAR Hall of Fame must be received by May 31 by all five cities Atlanta, Charlotte, Daytona, Beach, St Louis, and Richmond. During the next two months Downtown Charlotte NC Real Estate will be reviewed by NASCAR including site visits on March 6, 2006.  Next is to find it’s home for it’s Hall of Fame in Charlotte. Located in Charlotte Center City the entrance faces the corner of Martin Luther King Blvd. and Brevard St.  The Hall of Fame will be developed, designed, and operated by the City of Charlotte.  Charlotte Regional Visitors Authority in Charlotte was developed for three important reasons. First, Charlotte's proposal best achieves NASCAR's overriding goal to have one of the premier Hall of Fame's in the world of sports and entertainment. Second, the region's rich racing history and the presence of so many NASCAR team headquarters makes for telling fan experience. Third, the emotional and financial commitment made by the City of Charlotte to ensure long-term success of the Hall of Fame represented the best fit for NASCAR industry and the fan base. Design work should be finished about this time next year with groundbreaking in Spring of 2007.  The NASCAR Hall of Fame in Charlotte is expected to open ahead of the March 31, 2010 date. The Certificate of Participation financing supported by the NASCAR's Hall of Fame dedicated 2% hotel/motel room occupancy tax.  $20 million of land value contributed by the state of North Carolina. $13 million of COP's financing supported by the existing hotel/motel room occupancy rate dedicated to Convention Center facilities. $2.5 million in COP's financing for the optional for additional parking spaces supported by the existing hotel/motel room occupancy tax dedicated to Convention Center facilities. $5 million from the state and $6 million from the city to reconfigure the S. Caldwell St. I-277 interchange reimbursed to go through sales of existing taxes. There are no property taxes or other general fund revenues in the deal. In addition, the taxes being used are dedicated to use specific hospitality proposals and cannot be used for general purposes such as community safety or transportation. The original proposal estimated construction of $137 million will be increased to $250 million to account for projection industry escalation resulting from Hurricane Katrina and the current economic climate. The office building addition to the project surfaced late in the process and represented a significant opportunity to create synergies and tax base growth not previously imagined.  NASCAR will receive 5% of restaurant revenue, 7.5% of catering special event, and special admission and give certificate revenues. Paper said of all of the revenues that are subject to a royalty. NASCAR's major contribution is to grant a license to use logos and trademarks. Stated another way, NASCAR's contributing its invaluable brand in addition NASCAR will make available its archive material including video and photographic archives. Work with the CRV to promote and market has gone off into his various media sources. NASCAR partners such as NASCAR Images and Speed Channel will be involved with activities and functions of the Hall of Fame. In order to complete the deal Charlotte City Council and the CRV must approve the contracts.   County Board of commissioners must lead a dedicated Hall of Fame room occupancy tax. Working closely with NASCAR, the city will then diligently execute the design of the project and the CRV began to develop its sponsorship, corporate support, and individual donor programs. The CRV is also searching for and Executive Director of the Hall and together with NASCAR began to program and market the NASCAR fame.
